i need ideas asap!i am having a small party 4 people what should i do?

Those are all really great ideas.
You could also do a maincure/ pedicure party with all your friend bringing over their favorite polishes. Help Mom make up some great party snacks and some cool frozen slushes with little umbrellas in them. Follow up with rented movies, popcorn, and boy talk.
Another fun thing to do is a scavenger hunt at the mall. Have Mom make up the list and take all you ladies out for a fabulous lunch afterwards.

But to answer your question, pick something you like and make it a theme. You could pick a thing, or a color, or you could use your age. Get plates, napkins, cups etc. that fit your theme at a party store. You can then buy balloons and streamers and other decorations that match your plates.
You could make a treasure hunt for your guests with different steps leading to finding a prize of some kind. If there are just girls coming you could ask your mom or an older sister or somebody to set up a "beauty parlor" and let your friends get their nails painted or makeup put on. The makeup is really fun if everyone does it and you make it look silly (like tons of blue eye shadow and bright red lipstick and stuff).

Keep it simple.
Swimming, if you have access to a pool.
or
Go to the movies. Your mom/dad can buy tickets at discount at Costco.
or
You could have a sleepover with PG 13 horror movies on video.
What is your theme? HSM2? Beach Party?
Make-up party. Get sample size cosmetics (ebay) and get crazy. do facial masks. cheap robes for each guest. (ebay again)
Make slushies with margarita mix (no alcohol) and ice in a blender. Better, pour slushie in cups and freeze.
I am mentioning summer themes because it is 110 in L.A right now and keeping cool is all I can think about!

Go miniature golfing, or bowling. If you have a Dave & Busters nearby go there. For at-home stuff, roast marsh mellows over the stove, or bake cookies that you can decorate. Rent a cool new movie, and eat your treats. Try getting Jiffy Pop popcorn. You hold it over the stove, to cook it.....its fun. Give eachother manicures and pedicures, get dressed up, and give eachother make overs too. Then string up a white sheet, and take modeling pictures. Play Truth or Dare, and dare someone to call the boy she likes. Have fun, happy birthday!

camp out at the lake or something, then you can swim and roast marshmellows and stuff, great fun for 11 year olds.

Why don't you all go to a restaurant to eat and have your cake and ice cream there. You could then all go to a movie.
