No, don't worry about it. Sounds fun, luau is a great idea. If you have already gone over budget I will bet everything else is quite nice and memorable which is what they will want. On the other hand though, if you do game sI would have a 'gift' for the winner. Will you be doing the limbo (seems like it would fit?). If you do any games then I would have a prize for the winner but x-nay on the party favors for everyone.

You don't have to give party favors. You're already doing a lot just having the party. I don't know why the party givers are always having to give gifts, it seems like it should be the other way around.
Look at kids' birthday parties: the kid giving the party may get gifts from the other kids, but he/she has to also give gifts to them just for coming. The party and all the preparation and money spent should be enough.
Don't go over-budget for something that isn't considered a problem. It always blows my mind to get a party favor. Isn't the idea to collect gifts for the couple??

It is not an absolute must, but it is a nice gesture. There is no reason why it has to be expensive, though. You could make something simple.
One of my favorite cheap party favors is custom Hershey's kisses. Just buy a couple of bags of kisses and have special stickers made to personalize them. You could get about 120 for less than $20. Makes for a really nice but afffordable favor.
You will find them at http://www.chocolate-candy-mall.com/custom-chocolate-kisses.html along with some other good and inexpensive ideas.
Hope that helps.

It is totally unnecessary. This whole favor idea has gotten out of hand ( my opinion ), You've gone overboard with your budget already, I'm sure your party will be spectacular, without some silly favor the people are going to throw away anyway.

I would try to have something. That way, guests have something for a memento. Look online- I’m sure you can find some extremely inexpensive favors: bottles of bubbles printed with names and dates, fans (since it’s a luau) printed with names and dates or just pretty favor boxes printed with names and dates and you can fill yourself with Jordan almonds, chocolates or mints.

No, you don't have to, but it is a nice touch...
Consider just getting some leis... I have included a website to order a dozen for less than $3. I think people realize that this day is about your brother-in-law and his fiancee. Nobody is going to notice if you don't have party favors...

For a wedding shower? You don't have to but you probably should. The guests have gone out of their way to buy presents for the bride to be and a nice keepsake would be appreciated. It can be something as simple as a tulle bag of rice or birdseed for
them to throw at the bride and groom as they leave the church. You can make the bags up yourself and it shouldn't cost too much. It's better, imo, than giving them another tchochke that will lie around the house collecting dust :)
