An oxygen bar is where you pay to breathe in 'oxygen' that usually is scented in a flavor that you request. The oxygen source may be from aviation oxygen tanks or oxygen concentrators. Because the FDA classes oxygen as a prescription drug, oxygen bars have to get around that by selling oxygen that may or may not be pure. The scenting agents used may or may not be sterile. Either or both can result in pneumonia for you. I don't think it's a good idea and all of the North American respiratory societies and organizations discourage using the services of and the mere presence of oxygen bars as a risk to public health.
Hooka = marijuana? If so, then it is bad for your health. One marijuana cigarette is as bad for your lungs as five regular cigarettes, so far as causing airway obstruction. Meaning that it may cause your airways to close-off when you are using it, resulting in an asthma attack or death. I do not recommend this practice either.

well they actually give you little containers of oxygen, it's supposed to make you kind of naturally high. is a hookah bad for your health, probably in the long term, yes.
