Collateral circulation is additional circulatory vessels, arteries, arterioles, or capillaries supplying some part of the body. They are not really "normal". They are extra, and can be beneficial.
They can be stimulated to grow from blockages in blood vessels, or long cardio type exercise in both the active muscles and in the heart. Collaterals can also form in cancerous tumors and help them to grow.
