When I go into an this one Asian store sometimes they have pork buns wrapped up and sitting out, but not in refrigeration or on something hot or anything--is it ok to eat them that way? That's how they sell them.

Thats the normal way to display and sell them, so dont worry. They are made fresh that morning, and go stale within a day, just like any other type of fresh pie or pastry. So its easy to spot a bad one. They are normally sold cold, or ocassionally luke-warm if recently made. I get mine from a local Chinese bakery...delicious!

I would not eat any meat product that is sitting out. Food really needs to be refrigerated after 30 minutes. It is not worth the risk. I don't mean for this to sound racist, but I have been in Asian stores and Chinese restaurants that have subsequently been shut down because they do not follow food safety guidelines.
