Just rubbing the penis on the outside of the vagina can be risky. Some STD's (viruses for example) live in the skin on the vulva. That is why condoms are a very good thing to use 100% of the time (even if you are just "fooling around" in the genital area). You can also get your partner pregnant. Pulling out is NOT a birth control method.
