You can try telling everyone to wear a color to the party and bring something of that color with them. Whoever brings the most interesting, etc (make categories) object will win a prize, and the prize will be something of that color, too.
Naughty vs Nice party would be interesting, also. You could decorate half the party as Naughty, in dark colors like black and really dark pink or red, with broken hearts or devils horns, or to follow the naughty theme, get playboy bunny items. For the nice side, put up teddy bears and pale pinks, roses, complete hearts, angel wings, and stuffed animals. Assign a side to each person coming who will have to wear something to compliment one of the two sides.
Seven Deadly Sins party for 2 would be interesting an inCREDibly unique. Or a Seven Holy Virtues party for 2, which would be the exact opposite. Make an event or station for each of the 7 Deadly sins (Pride, Envy, Anger, Sloth,
Greed, Gluttony, and Lust). Gluttony would be the food station so you'd put a big sign above it in a color with the word written on it. You could wear envy and your friend could wear pride and wear a beautiful gown or dress. Sloth could be on a sign dangling above all the tables and anywhere people can sit since people are being lazy and sitting down (have a dance floor to prevent complaints of being lazy). Greed could be posted above the presents table. Lust could be above the dance floor, or if you separate the boys and the girls, have a centerpiece on the tables that say LUST on them. Anger could be above the exit, and you can have it covered with balloons. When the party is going to end, have the balloons cut, showing anger for having your guests leave. Likewise, you could have a pride sign above the entrance so people can see it coming in, or give everyone a necklace or ID with PRIDE written on it.
I'm having a rockstar/concert theme for mine in 3 weeks. Mine hasn't happened yet. It'll take place in about 3 weeks, though. The theme is rockstar/concert, and for invites I designed tickets on my pc and printed them on cardstock. I mailed them out and told everyone to wear a black, lime green, or silver top (the colors of the party, but you could change yours to hot pink, silver, and white, or some other shades of pink) and jeans on the bottom. I'll be wearing a red plaid skirt, however, to stand out.
When they arrive, they will get checked for alcohol, and then they'll have their tickets ripped and given back to them. They'll go inside, receive a backstage pass, sign either a penguin or a star (the 2 shapes I designated for the party, penguins because my nickname is Penguino) and they'll drop it in the box.
They'll sit in assigned seats until the time I make my opening announcement, and then I'll dismiss them to eat. My brother is going to be DJing, too, so we'll have a bunch of rock and metal songs playing. For food I'm picking fruit punch, pizza, veggies, the usual, and I've yet to pick a cake design. I'm putting up streamers and balloons, and at each table (I chose cafe to seat 4 since I'm planning on about 30 people showing up) I'm placing a centerpiece along with a live goldfish in a small bowl and a small bottle of bubbles.
I custom-designed hoodies (www.customink.com) and will give them to my 5 closest friends, and I'm raffling 2 shirts that look like the hoodies. There will be a sweet 16 candle ceremony. I was going to have a guitar hero competition, but the place I'm renting told me they would prefer to use the projector for movies only. I'm placing disposable cameras at each table, also, so people can take pictures, too.
I was thinking about a pinata, but since I'm already giving out glow-bracelets and LED necklaces, I figured I won't. Lots of balloons and streamers, though, and a dance floor. I was very tempted to rent a limo to make a big appearance, but I decided it was a waste of money and it'd be too much like the show.

If you have lots of money OBVIOUSLY rent a hall and splash out on a beutiful dress and invite all you friends buying food and drink and a DJ and have a fab night!!!
What about a boat!!! Quite expensive but still
If you havn't got much money to blow...
1. House/Garden party
Most obvious idea! All you need is a cd/mp3 player, snacks and soda and all your sisters friends! You could even have a BBQ! Remember to clear the house of all ornaments!
2. Any activity where the guests pay for themselves instead of bringing a present
3. Picnic in a park (Sounds boring bu its not! Snacks, music football, friends, camera, cake. Amazing fun)
4. Scavanger Hunt (groups have a list of items to find and have a time limit to find them! Could be in a shopping mall, park ect.
5. Cooking party! All friends bake cakes and make dinner for each other! Then get dressed up and pretend to be at a posh dinner party!
6. Murder Mystery! Make little cards with character profile with one person as the murderer and get everyone to dress up!
7. Most shops will bring all there merchandise down to your house to free if you gather all your friends together and set it all up and all you and your friends can try on the clothes all day with no obligation to buy anything!!!
8. Rent a chocolate fountain and have a choccy night!!!
9. Sleepover (movie + snacks + duvets + girly gossip and games = fun matie)

Well since you're on a budget. I would settle with just renting out three fourths of Six Flags. My orginal plan was to rent the whole thing, which I did, anyways since your on a budget three fourths will do. For a performer I would get the backstreet boys. I had Madonna but since you're on a budget... You'll just have to do with a digital camera in the goody bags. I had a digital camera, back stage passes to various concerts and blackberry cell phones in my goody bags but since you're on a budget. Enjoy you're kinda fun but budgeted party and remember don't serve coke. By the way my dad owns Pepsi. Bye Bye now!

WELL FIRST SET UP YOUR BUDGET AND DIVIDE IT BY TWO...TO BE FAIR AND EVEN, MAKE A LIST OF WAT EACH WANTS TO HAVE OR DO THEN COMPARE THE THINGS YOU GUYS HAVE IN COMMON AND THE THINGS THAT ARE DIFFERENT AND EACH WOULD REALLY WANT TO HAVE.....THE MAIN POINT IS TO AGREE, AND BE FAIR, SO THAT YOU CAN HAVE FUN IN THE END.... TRY RENTING A SMALL SALON GET A DJ AND INVITE YOUR FREINDS...
