Most debut parties will have the 18 roses and 18 candles.
For the 18 roses, she has to pick 18 young men in advance and you give them each a rose. They will then hand the rose to the debutante and dance with her. Maybe give them like 2 or 3 minutes of dance time each. Before you start the 18 roses, it would be better for the debutante to dance with her father first, then the 18 roses can begin right after.
For the 18 candles, she selects 18 young ladies in advance and you give them one candle each. This time, they will offer their wishes.
The 18 young men and ladies represent her court. Sometimes, and if you have the resources, they even need to dance the Cotillion (http://en.wikipedia.org/wiki/Cotillion).
Most of the time, they eat dinner first before the program starts but personally, I prefer to hold the program first (as long as it's not too long) before dinner since some guests leave already after eating.

This site might be of some help to you. This is usually set up well in advance and handled by a male.
