Yes. Herpes is transferred by skin on skin contact, not fluids. Even if there is no sex, no penetration, no ejaculation, etc. a person can get herpes. If two people engage in nude touching, rubbing together, etc. it is absolutely possible to transfer herpes from one's genitals to the other's.
That is why herpes can spread even with condoms. Any genital area that is exposed to a genital herpes outbreak can lead to herpes. That is also why oral herpes can be spread to the genitals or genital herpes can spread to the mouth.

Yes. oral cold sores are caused by the herpes virus. If someone with an oral cold sore performs oral sex on someone that person could contract genital herpes. If you have an oral cold sore do not kiss or engage in performing oral sex. Most people have oral cold sores and got them through non-sexual means as children when adults were being affectionate with them.

It's always possible, but VERY unlikely.
Genital herpes is almost always spread by sex (vaginal, oral, or anal). It can also be spread by DIRECT skin to skin contact and to a baby during birth, but this is VERY rare.
If you have never had any sex (vaginal, oral, or anal) or any kind of sexual contact your chance of having genital herpes is pretty slim to none.
