It doesn't matter how long since you've eaten. It does matter whether you've brushed your teeth!
The pH of your saliva changes when you eat. It's part of the digestive system. You don't want the more acidic saliva to go on the reed, the mouthpiece, or into the clarinet where it can affect both the bore and the pads.
In a tight spot, rinsing your mouth THOROUGHLY with WATER will suffice.

It depends on what you have eaten and which end one intends to insert the clarinet.

one hour or you might get cramps. What kind of question is that?! You're not going in swimming and I hope you're not spitting excessively into the instrument.

you can play immediately, but brush or at least rinse your mouth w/ water first, otherwise bacteria and mold and all sorts of nasty stuff will grow on you reed and in you barrel!

it would be easier to brush your teeth before playing or else you'll be blowing chunks on people in the audience.
