Not necessarily. Sometimes a question is necessary to clarify what the person is asking. I guess in most cases, it can be considered rude because it's basically invalidating the person's question. However, sometimes, it's hard to resist, and seems appropriate to answer with a rhetorical question because people can ask such ridiculous questions that don't even rate an answer.

Not when the question is so silly or obvious that the asker would know the answer if they only thought. Here is an example of question and answer:
Do bears crap in the woods?
Is the Pope Catholic?
Similar things can be said about many stupid questions, so in effect you answer their question with a question , and also let them know how dumb it was in the first place. Probably a good teaching method for those little "tykes" who like to sit and ask questions all day.

Depends on how it's done. Sometimes you need more information to be able to answer the question correctly. Also, I work at a history theme park and when kids ask questions I'll often answer 'well, what do you think?' or 'Do you think they could've done it so-and-so?'. It makes them think about the answer working it out for themselves at least partly, and thus they'll remember better than if I just gave them the answer straight out.

When someone says that they are being cruelly treated by a partner I give my advice but within it I might say 'Why are you
staying with a b*stard like that?'
