What I chose to do with my daughter was getting construction paper and cutting it into shapes. She is at the perfect age to start learning colors and shapes. Let her build her own little world on the paper. My daughter loved it. I would hold onto the glue of course. You can start with a ladybug and other things simple. My daughter is four now and it is still her favorite thing to do. She'll see a cat on T.V. and want to make it. So I let her choose the colors, cut it for her, sometimes I let her do this herself with her little safe scissors; she is just tickled to make her own little animals or what not.

When my first son was 1yr. we got him a LITTLE TOUCH LEAP PAD it's around $30 bucks and it has little story books/cartriges that are drool/tear proof.. He love(s) it ! We sit and read stories together and it's touch-driven so it makes sounds noises and it teaches to read, shapes, colors... It also has different skill levels from 6 mnths to 36 mnths. There's many different books we get most books on clearance at Target/Walmart or Toys R Us for around $6-$12.. My son is now 3 and his brother is 1 yr. and they both still love that toy ! We got my 3 yr. old the step-up version and it's been great ! Lots of learning from this toy... It's also good for the car, doc. appt. etc.. You can also find the toys/books on ebay for really, really cheap and they come out with new books all the tiem.. I got the MYFIRSTLEAP PAD for $4.99 w/ a coupon from amazon.com and the books are always on clearance.. My kids also LOVE melissa/doug wooden toys and puzzles.. I have a clock, barnyard animal, cars/truck and emergency vehicles.. As well as some peg, shape, and block toys.. I like the toys because they are colorful and look like children's decor and they have a LIFETIME WARRANTY if you need parts they will replace the whole toy for 1/2 price ! Both my kids love them and they don't require batteries and in most cases dont make any noise.. Which is great for quiet play ! Just get baskets to hold them and the pieces... Good luck

There are 5 areas of development as I'm sure you know so you could have a think about what area your daughter enjoys or needs a little help with the areas are:
Physical (Gross) - so you could get her outdoor toys for the garden, eg trike, ride along toys, hoop, balls, prams, a climbing frame, ball pool, swing
Physical (fine motor) - puzzles, shape sorter, musical instruments, sand/water tray and toys, threading, gardening bits, wooden bricks, duplo
Intellectual - pop up, lift the flap books, jigsaws, shape sorters, dominoes, threading, Noah's arc, duplo, wooden bricks,
Language - books, puzzles,
Emotional - babies, prams, small world, trains, tea set,
Social - sharing toys like dominoes, ball run,
But I think the best present is - a box full of fabrics from a remnant shop, sparkly, soft, rough colourful etc, sequins, different paper, lots of different paint's, tissue paper, cellophane etc and she will have a ball making things out of her pretty box.

she should be developing more in her thought process and should have blocks- at/around 18 months a child should be able to stack one on top of the other..a set my daughter has is fisher price peek a blocks-they have different items (animals, food, etc ) inside each block..musical instruments are good to help spark creativity and explore different noises....a shape sorter is good for this age as well...baby dolls are good-my daughter snuggles alot of things and is affectionate, which is good for her to show healthy emotions, and books with pictures and few words are good...when shes focusing for a little longer you can do flash cards and one thing ive done with m daughter is talk to her a lot and i mean a lot, tell her why and how and when and shell understand alot and itll also help expand her vocabulary skills and i also read a ball to help with coordination -they should be able to throw, and of course something soft-like nerf....good luck!!
