Probably never, since the prospect of parole or early release is intended to encourage prisoners to co-operate with the system. However, it's not given automatically - if a prisoner decides to join the awkward squad he'll do every day of his time.

It won't be changed. The present system has not long been put in place. People don't get out of prison at the half way point automatically, they have to first show that they are both remorseful and have changed, by having a clean(ish) prison record. After that it is up to the Parole Board to decide whether they are a risk of reoffending or not. The half way point is when they can apply for parole
Gunther: There is no difference between the US system and the UK really. On a 5 year sentence, the offender knows that 5 is the maximum and 2.5 is the minimum. It would make no difference

why dont you just let god worry about the individuals second chances, there is enough chiefs, judgmental personalities, hypocrites, people that speak out of anger making sloppy decisions only spreading the hate like a forest fire. no i am not a liberal, just a wise right wing. why don't you put your energy into a convict rehabilitation program, and you should actually see the system from the other side before speaking so angry. try paying an average of $3.00 a minute for phone calls from texas jails to loved ones collect when collect calls in the same town, doesn't even cost a fraction of this. happens even while you are "innocent till proven guilty", or even been seen by the judge. "found innocent", do i get a phone bill rebate? nope.this is an injustice. why is so much time and money wasted in these so called correctional facilities. you could probably cut a considerable percentage of repeat offenders by just taking away the TV and giving them a shovel. old hard prisons don't get as many repeat offenders. and they have proved time after time to be 100% self sufficient. jail is a happier place than living on the street, free cable, three meals, drama, conversation, your good and best friends, maybe family, party favors (drugs), women wannabes, and more lazy free time. the only stress inside is your butt and your life.

The situation would be made a lot clearer by adopting the US way of sentencing - ie 2 to 5 years (for example) where 2 is the minimum to be served and 5 is the maximum. Everybody would understand exactly where they stood then

what i would like to see when the media reports the sentence is for them to only use the minimum figure.
i think a lot of anger is caused by the illusion of people being let off early..ie when someone gets 3-5 years, and the press call it a five year sentence, but they get out in three. this creates the impression that they ar not serving their time.
i think the best youre gonna get is to hear the minimum sentence.
if you dont give prisoners an incentive to behave themselves in prison, by an earlier release for good behaviour...the have no restraint on their disruptive behaviour.

It's not going to change.
First of all, there's no possible way we'd have enough prison space -- prisons are already massively overcrowded and barely manageable as it is -- which is one of the main reasons why people are released early.
Second, you'd have to change the laws at the federal level for federal crimes, and in every state for state crimes -- and there is no way the legislature is going to take the time to do that.
