Absolutely not. This is 100% an urban legend. No society has ever endorsed cannibalism. It has recently been prooved that even in the Donner party cannibalism was only practiced by a few, and then really late in the Winter when there was absolutely nothing else left to eat.
Cannibalism is always something which is added into an urban legend to dehumanize people. It is easy to say, "They aren't human because they eat babies." But in actuality people would rather eat their dogs or cats, before they eat another human.
There is a large circle among anthropology scholars who believe that cannibalism has never existed.

It is a possibliity because the chinese are throwing away most female babies so instead of just letting them die in the wild they might eat them instead.
