I think he has forgotten to wind his watch and is worried he'll miss the last bus home. On the other hand he may like you and be desperately trying to strike up a conversation. Help him out if you see him again and get talking to him....lol....ask him what the time is.

Pssht when guys ask me that I usually have a witty response like "Time for you to leave" or something to tell him off for using a cheesy pick up line. They never work, so try doing the SENSIBLE thing: strike up an actual conversation with her!!!!!

I'll be alert and step back a little and think if he really wants to know the time or he is up to something (depends on the environment, not on a busy street though). The world is so unsafe nowadays so it's good to be cautious.
