I think that strictly speaking, it is the husband that should be congratulated, or at least that's what Dear Abby says. ^^
However, I think any form of thank-you is entirely appropriate. And if your soon-to-be husband is there, work in something like "Thanks, I'm so happy I finally found Mr. Right!" or some variation. It'll make him happy.
