Never do anything on empty stomach - it can lead to many health problems including diabetes (it was also said on Workout - the tv show).
Its a myth you burn more fat - fat loss is all about calories in vs calories out so its more about how many calories you burn during your workout and if you have had something to eat before you are gona burn more calories because you will have more energy.
have some complex carbs before doing cardio -at least a piece of fruit.

First thing on an empty stomach is best. You body keeps burning glycogen while you sleep so there is less to burn off with exercise before you start burning your fat reserves. Unless you're doing ultra long exercise sessions, the average person has plenty of energy stores to not have any issues with endurance. Also look up HIIT or high intensity interval training, which will keep your metabolism revved up all day. It's way hard to do in the a.m. but it sure does work!

At low level cardio on an empty stomach, you'll burn fat.
At higher intensity, you'll lose muscle as well. After an overnight fast, glycogen, blood glucose and insulin are all low. Hence, this is an optimum environment for burning fat. Unfortunately, it may also be an optimum environment for burning muscle because carbohydrate fuel sources are low and levels of the catabolic stress hormone cortisol are high.

You'd probably burn fat assuming your eating after your exercise, the time should be trivial, though if you ate before you might have more energy to do more cardio work.
