If you are color blind, your vision is imperfect. Whether or not you can become a pilot with color blindness depends on the severity of the color blindness. In the United States, for example, you can become a pilot even if you are color blind. You must take certain approved medical color vision tests and pass them; if you cannot pass them, you receive a license with a restriction that does not allow you to fly at night or with color signal control (which effectively prevents you from becoming an airline pilot, although you can still fly privately). If you fail the standard medical tests, you can still take specialized tests geared specifically towards aviation; if you manage to pass these, you can get a license without any restriction. So, as long as you can pass one of the approved tests, you can get a license and become a commercial pilot, if that is your goal. If you cannot pass the tests, you can usually still get a license with restrictions, but the restrictions will prevent you from getting a job as a professional pilot (you'll only be able to fly on your own, not for hire, and only in observation of the restrictions). Since you say your color blindness is severe, you may not be able to pass the tests, but you won't know for sure unless you try. And if you only want a private pilot's license, you can probably still get one even if you don't pass the tests. This all applies to the USA, but I think most other industrialized nations have similar rules. The rules that apply to you are those of the country in which you're trying to get a license.

There is such a thing as a "certificate of demonstrated ability" that can be issued by the FAA. For color blindness, what that envolves is after you bust your physical because of the color charts, an examiner will take you out to an airport. He will have the tower flash light gun signals at you. If you can identify those colors correctly, you will be issued the certificate and then you are eligible for all ratings. You may have to go through this every couple years or so. As far as the military is concerned, you're out of luck. Sorry.

nope, not a chance for military or commercial. Especially military, they want 20/20 vision, and want you to be able to identify land marks and targets in a forest environment.

However, I think you can still get a private pilot's licence for VFR. But really you should check with the appropriate agency for accurate information.

....don't believe for a second the other responses, they are ignorant of how the system works!!
John is correct. You CAN be a pilot. The military has more stringent rules concerning color blindness, but the FAA has
made the medical obtainable through the SODA (as John mentions) There are couple of other "tests" as well.

see http://answers.yahoo.com/question/index;_ylt=AngKLPlGbMepS3scYLgOrU0jzKIX?qid=20070129171601AA96zeJ
for how the SODA is done.

yes and no. My grandpa is color-blind the same way you are and he intended to fly in WWII but was restricted to staying home and being a trainer of cadets. I don't know about commercial airliners, though.

the military will not likely take you. I have filled out alot of forms for patients I have done eye exams on, and the military has extrememly strict requirements, one of them being NOT r/g deficient. I am not sure about commerial airlines. I would call the assoc. for pilots and ask.
