After having given this some thought, I must conclude that it depends on the circumstances. The end of obliterating Osama bin Laden would not justify exploding a nuclear weapon over Islamabad, even if it were certain that he were there. But the torture of a terrorist, known to have planted a nuclear bomb somewhere in Manhattan, in order to stop its detonation, would be justifiable.
