No. If traveling by land or sea you can use a driver's license and birth certificate until sometime next year. If you are flying you can use the above documents plus proof of application for a passport until the end of September 2007. It is the US government that relaxed their rules for the summer because of the backlog. Not Canada, who would be happy to continue without passports.

If you are traveling into Canada from the US via land or by sea you do not need a passport - those regulations are not set to change until January 2008. If you are flying into Canada from the US, they have changed the regulations and were requiring a valid passport - but due to the high demand they are now just requiring a receipt that you have applied the passport, even if you currently have it received.

Since you've got conflicting advice let's clarify.
The Canadian Government has relaxed it's requirement that US citizens must present a passport on entering Canada, due the backlog of applications.
But if you do not have a passport, then you must present evidence that a passport application has been lodged. Together with a photo ID.
Seems to me it would be better to make sure you have a passport before travelling.

you need a passport if you are flying. If you apply for a passport and show proof that you applied for one and that you are still waiting to recieve it then they will let you go.

Yes. Canada is very strict on immigration. You must also have a visa.
