Not who but what.. Evolution..
There are many theories as to how dinosaurs came about one recently put forward is a meteor or comet collision causing the extinction of vast numbers of animals giving rise to dinosaurs as the dominant species..
No one is positive at this time exactly what series of events lead to the rise of dinosaurs as a dominant species.. Although some of the theories are very interesting and have some very valid points that need further research..
