We have been going out for a couple of weeks now and I want to surprise him. He always kisses me first. So I just want to pull up at his house and when he comes outside spontaneously kiss him. I don't want it to be weird so how do I go about making it sexy?

Sandwich him between you and a wall or something. That would surely suprise him. I did that to my boyfriend and he was extremely suprised but he liked it alot. Just smack dab on the lips and then take things from there.

Although planning a spontaneous kiss is a contradiction in terms, I understand your feelings. Why not try actual spontaneity instead? Go for a walk, listen to some music, go grocery shopping, some activity that's not necessarily romantic or sexy, then, when you feel the urge, tap him on the shoulder, or pull him gently to you and kiss him. This really works well, particularly if you're both relaxed, and have at least one hand free.
Do not try this while your arms are full of laundry, crossing an intersection, changing a transmission, or bathing a large unfriendly animal.

do not go straight to the neck, go straight to the lips, ur boyfriend will not care or mind if you kiss him, your best bet is to do it casually, instead of spontaneously, if you do it spontatenously he might think ur a naughty fiend
