how do you make a guy understand that "no" means NO?

it has happened time and again. i'm pretty sure there are girls out there that have experienced the same.
there are guys who court you but when you turn them down, they keep getting up. it's really bugging me. i feel that i'm prolonging his agony somehow.
what do you have to do or to say to make a guy understand that when you tell him no.. it's final.?
*for the record, i am a girl. i just want to experience having a male avatar, just for a change.

Some times very strong words are the solution.Be mad and tell him once and for ever that No is No.If someone tell me: are you stupid,are you and idiot that can"t understand when I told you no.What's the matter with you,do you mind leave alone, for God's sake, get out of my life for good,loser.Something like that might work If not, a baseball bat could be the final solution.
