purina one can be purchased in most grocery stores and is of reasonable quality. it is probably one of the more expensive brands of brands available in the grocery stores, but is inexpensive compared to others.
please don't feed your cat crappy food, it takes years off of their lives.
quality it terms of cat food means more fat and protein and less carbohydrates. carbs are bad for cats. if you get to a point where you can feed your cat better food, get innova evo. it is the best. my cat loves it and has become very energetic since starting on it.

I hope you do realize that 'cheap' and 'healthy' don't go together.
You can look for Chicken Soup for the Cat Lovers Soul which is $9 a bag and will last a full month with an adult cat. Wysong Vitality, which is $8 for a bag--don't get the other varieties Wysong carries. And Royal Canin foods are pretty good at $8-$11 a bag that lasts a month.
Wellness and Evo are even better, but at a higher price. Catfood should be 33-35% protein in dry food, and 12% in canned food.
Be aware that you should also put $150 aside for standard yearly vet costs. Save some money and don't buy toys, you can make crumpled up paper ball toys for him instead.

Sorry, but you can't get good cat food at any of those places. And Wal-mart especially should be avoided like the plague.
If you can make it to those places, you can make it to a pet food store. Either a chain store like Petco or an independently owned one.
Look at the foods listed in the What to feed link. This will give you an idea of what a good cat food is. You can choose one of those and use the store locator on their websites to find where they're sold in your area, or just read through the article to learn how to identify a good food.
Don't bother with PetSmart - I don't believe they sell any good cat foods.
The prices on these foods will vary. I am currently paying $1.79 per can for Instincts and $1.59 for By Nature Organics. That is high but I want the best. Most of the other foods listed are less expensive.
You don't have to break the bank to feed good food, but any extra you may pay is returned to you with your cat's good health.

Please don't get a cat if all you can afford to feed it is cheap food. Cheap food is made mostly of grain and provides little nutritional value to a cat. Let the cat go home with someone that can afford to feed it QUALITY food that has a high percentage of meat-based protein - which cats need.
Besides - if you can't afford to feed it how on earth are you going to care for it in a medical emergency or even just annual vet visits???

Do not buy any off , generic or store brands. I feed my Purina cat chow....you can get a 20lb bag for under 10 dollars. Cheap foods are not good for your cat....too many additives and artificial colorings that will irritate your cats stomach. Why are you getting an animal that you really can't afford? I hope it is already spayed or neutered.

Dry food is just fine but get some Purina One. Considering what it costs to feed us, springing $10- or so a month for your cat isn't too much to ask. You can get it anywhere.

Walmart is a good source for cat food...so is dollar general..
Just make sure you buy the right kind of food for you cat...for example if its a kitten...but kitten food...if its an older cat...buy food for older cats...
