I'm from MO so things here are a bit cheaper, so I don't think I will be much help as for an actual location. but, here are some ideas for you to call and check. Local parks, We got married in a park that had an ampitheater with benches, so we had to rent less chairs. We also had the ceremony at the same location under the shelter and had cake and punch only, I had a $3,000 budget to work with and that was 5 years ago. Don't forget you will want a good photographer, cause when the food is gone and the drinks are dry, you will have your photos. But check local community parks and community centers in your neighborhood, or also club houses if you have friends that live in subdivisions that have club houses. They best thing I can suggest is find someone with a large yard and easily assessable bathroom that can handle a good amount of guest. This way you don't have to worry about permits, especially since you want to serve beer.
Hire a bartender. Tell him you will supply two or three kegs, but he is to supply the rest of the alcohol... but also inform him that he will be able to set the price of the other drinks and keep the money from their sale. Tell him that you will tip him $100 for the night in addition to his drink sales.
You can shop around for a catering. If you pick a theme for a wedding, such as bbq or finger foods, you can direct your attention to certain types of food.

I'm not from your area, but since you want the event catered, I would suggest checking with local restaurants who have party rooms. The room is usually free and a restaurant is equipped to handle all your food and beverage needs. The "atmosphere" in a restaurant is much nicer than a VFW or American Legion hall.
When my son got married in 2003 we gave the couple a rehearsal dinner at Copeland's, a very nice restaurant in downtown Pensacola. It cost us right under $1000.00 including tip for a buffet with dessert for about 60 people. No alcohol was included.

i used to live in the hv!
granted i was in hs when i left.
try around woodstock or that area. they have or had lots of parks and open areas.
oh wasn't there a large fountain and park near the reservoir near shokan too- if that's still there that would be kick butt! getting married ifo a huge fountain and having the reception there- permit needed probly
i remember a large park with pavillions near shokan
contact the local fire companies to see if they have banquet facilites. ours in delaware have bar and food services provided for a cost.
also try moose lodges, vfw halls, and legion halls.
invite me i miss the area!!

For the ceremony, look at public parks and grounds. You have to make an appointment, but it's free. You could have the reception there (check your city's/states websites for official rules, it differs by area), but you'd have to rent tents and hire a catering company.
