the Navy uses the following equations to determine the BMI. just like body fat analysis there is more than one method used to determine the BMI

Men:
%fat=495/(1.0324-.19077(log
(abdomen-neck)) + .15456(log(height)))-450

Women:
%fat = 495/(1.29579-.35004(log
(abdomen+hip-neck))+ .22100(log(height)))-450

They measure the neck when figuring out body fat percentage not BMI. And they do this to determine your body frame size. It can be inaccurate if you have a particularly big or small neck in relation to your build.
