I think it's pretty evident that using flash makes any photo instantly cool.

Agreed?

Ha Ha. nice pun

On a photography note

I think the most important time to use flash is with reasonably close subjects in backlit situations... Fill flash. Fill flash is great and on a side note I love! Nikon's TTL flash exposure. I get perfect fill every time without the need to adjust the flash power manually. Anyway, In a perfect world: There's be a 18-200mm F/1.4 and ISO 6400 would have no noise then I would never use flash in the dark. What I'm saying is that if it wasn't for the limitations of Lens, etc. I would use flash only a light modifyer and never as a main light.

Obviously I'm only refering to on-camera flashes. Strobes, I love.

If you can use bounce flash do so. At the very least get the flash off-camera. Direct flash is harsh and unflattering but it does give you something to practice redeye removal on.

Everyone who loves TTL (off-sensor/film flash metering) give a round of thanks to the Minolta Camera Co. Ltd. (now gone forever - RIP) because they invented it it way back in the late 1970's.
