if a hair semi permanent hair color says that it has no amonia or peroxide, can it still lighten your hair?

Loreal, Color Spa can if you don't go much lighter than your natural color. The product is great and doesn't damage your hair.

Nope. You need developer to lighten. Semi permanent color will enhance the shade that you have or darken your color. If you have light or grey hair it may appear to "brighten" your natural color a bit, but it is chemically impossible for it to lighten your hair.
