Hey Friend, Just slow down. Remember you only had it for a week. I don't know how old you are but say someone picked you up from your place & hauled you to another place in a box, took you into a new place with people you didn't know... How would you feel? Scared right? Well, that is about what your bird is going thru right now.
Go easy with your little Feathery Friend. Ease up to the cage talk softly to it, ease your finger to the cage REAL SLOW & just let the bird see it. Do this every day several times a day.
Then next day ease to cage, ease finger inside cage (SLOWLY) & just touch the birds toys, swing & stuff. YOU do this several times a day, change water daily while you are introducing yourself. Earn the birds trust & You & your bird will do just fine. Be patient though, this may take time if you want to do it right.
Good luck. Let me know your progress.

don't force it. You've only had her a week and it takes a long while (weeks) for a bird to even get used to a new home and routine without feeling scared. Give her a few weeks to get used to her surroundings before you worry about holding her if shes so frightened. She needs about 10 hours of sleep a night in a quiet place to sleep. Fresh food and water. Toys but not too many in the beginning or it will scar her. When you go in her room talk to her each time. Don't force touching. If you do she will never trust you. After a little time put your hands near the cage always moving slow and easy. Gain her trust. Never quick movements. Then slowly work your way in the cage not touching her and then over time she will hop on your finger and you say up up. This will be her command for her to get on your finger. Never force a scared bird to do anything. You'll just have a more frightened and nippy bird.

You'll hopefully have her for years so whats waiting a few weeks for a well adjusted bird?

first of all ,when you were choosing your parakeet , you should have gotten a 6-8 week old parakeet . they are a lot easier to train. second of all if you wish to train it ,the parakeet must first be used to your hand. you can do this by opening the cage door of your parakeets cage . then put a piece of millet spray on the palm of your hand.repeat this everyday for 10 mins. till it eats out of your hand. once it does that you can start finger training it .then push your finger towards its stomach and lift it up .if you do this everyday it will get used to going on your finger and taking it out of its cage.do this for 10 min everyday and when you do say up.

GOOD LUCK !!!if you have any questions email me .

Patience and calmness. It sounds like you need to earn your bird's confidence. This takes time and patience. Keep in mind that parakeets are, by nature, prey animals and will act (until they learn otherwise) like everything is out to eat them.

I would suggest you back off and just take baby steps - sit by the cage and talk quietly to her without making eye contact - do this for a few days and see how she reacts. Once you see her start to take interest in you, then start talking to her making eye contact. Then maybe open the cage door and talk to her. See if she comes out on her own. Soon she should be coming over to you asking to sit with you.

But the key is patience.

You can allow her to become used to you being there by standing next to her cage and speaking to her in a calm tone. Use slow movements, even if she flutters around her cage, when feeding and watering. Gradually move your hand closer to her, when she's accepting of it. Don't give up and stay as calm as possible. She'll get used to your hand being there and let you push under her tummy a bit, above her feet. Say "step up" and push gently until she steps onto your finger. It takes a lot of patience, so stick with it! Best of luck.

You've only had it for a week? It sounds like the bird just needs to get to know you a little better. Don't try and force her to do anything, she will gradually get used to you and going onto your finger :)
