First find out why she is doing it. Does it feel good? etc. Then ask tons of questions revolving around her answer. If it feels good, tell her why it feels good and talk to her about when an appropriate time would be take care of that urge. You may find that this is the best time to have the sex talk. Talk to her about what she is feeling and if she is thinking about having sex then talk to her about the importance of safe sex. Do not punish her, she likely does not realize that what she is doing is "inappropriate" and she is just experimenting. Just talk to her and she will be more open to talking to you. If you make a big deal out of it she may get embarrassed and rebel and that is not what you want when she is at the age where she is starting to have changes in her body.
Good luck, Im definitely not looking forward to dealing with this in another 5 or 6 years.

To be honest.. she may or may not have been abused. Just as children masturbate when they are naked (even very, very early on), some may practice in instinctual sexual behavior. What you don't want to do is tell her it is wrong or seem disappointed... and you don't want to ask suggestive questions. Ask very open ended questions like, "Is there a reason that you do this?" or "Do you have thoughts about sex?" You might want to take her to a psychologist if she seems troubled by it. I knew a girl who was molested when she was 8, by a 13 year old girl. It did lead to odd sexual behaviors and thoughts as she got older. But, like I said.. it may have nothing to do with anyone else.. although it is a red flag.

Some children are just like that, I saw a 5 month old baby humping his bed recently and had never seen that before either.
Rather than confronting her, try talking to a child psychologist first.
Maybe they can help you to arrange your thoughts before you march in uninformed and make things worse by saying or doing the wrong thing.

She's just masterbating, nothing wrong w/ that. You're getting all worked up over nothing. Don't say anything to her about it, you'll only embarass her & yourself. But in the future if you think she's getting frisky w/ the boys, you need to take her to the health dept for an exam & they can put her on birth control.

Your 11 year old is repeating behavior that has been demonstrated to her or with her.
There is no need to punish her but rather tell her she is not to engage in this behavior. Get her into counseling ASAP.
Don't procrastinate.
