I think a line from MIB 1 says it all agent k says to Will Smith, "A person is smart people are dumb". Look at the furor over the possibility of micro organisims once being on a chunk of rock from Mars. Just emagine what it would be like if Washington said "O by the way folks we have some LGMs (little green men) and a pranged saucer but everything is OK don't worry be happy." There would be panic in the streets.
As someone who has worked in the electronics industry a long time I've seen the changes and to be quite honest there seems to have been at least two technolgical jumps since the war. If "they" do have a wrecked UFO and are reverse engineering the widgets they are releasing them VERY slowly which is the proper thing to do, too large a leap in technology makes people nervious. As for clean engergy maybe the LGMs don't have it they may run of fission rather than fusion OR our planet runs on Oil & Gas it would ruin the worlds economy if a new source were introduced over night.
Do I actually think the earth has been visited I don't know but if some LGM is going to fly a gazillion miles to pick up Bubba in the back woods and prang their saucer I find that highly unlikely. Is there life out there you bet heck I'm not sure we have intellegent life here. What happened at Roswell I don't know but I suspect it had to do with captured German or Russian technology and possibly a "broken arrow" that didn't release its mushroom shaped cloud and they paniced to shut the story up.

Maritime salvage laws have been on the books for Earthlings for centuries, however, intergalactic salvage laws are more complicated, and are often contested by all the various creatures involved, to great detriment to one or both parties.
That's why the US government won't own up to it: the Greys would be very angry, very angry indeed, and would try to blow up the Earth.
I would suggest you do a search on procedures adopted by Starfleet Command, or ask Art Bell for links. He'd know, if anybody did...
PS: A controlled fusion reaction is all that we need, and obviously, we don't understand how to do it yet. Drat!
