this month is a good time........any time they give out good APR and cash back and yes, the end of the month ( last day of the month) is almost always a good time to get a car.

If you can be flexible about color and accessories, just when the new year models come out is the best time to buy new versions of last year's models. (The time of year will vary with maker, so one needs to ask when the next models hit the showroom.) The reasoning is obvious, if the dealer and maker are heavily invested in marketing and generating excitement about the new, new cars, they are going to want to deplete their inventory of the suddenly old, new cars.
But if you have to have a particular color or gadget, you need to order it before the maker re-tools for the newer models--again, you will have to ask a dealer for time tables.
The next best time to buy IS the end of the month, ESPECIALLY if there has been really bad weather or something that will have kept people out of the showrooms, like an icy weekend or two or really heavy rain during a weekend. Car sales people work on commission and have sales quotas. Too, they have bonuses tied to quotas. They are much more motivated at the end of a slow month to close a sale. Too, if you are unable to negociate a sales price down as much as you like, at the end of the month or model cycle, you may be able to negociate some in-house perks, such as free window tinting, several free oil changes and so on. If the dealership does their own work in-house, sometimes they will throw in some service labor just to keep those guys working and earn some brand loyalty from you.

The best one is the last week of December, because if the dealers don't sell the cars, they have to pay (not sure if taxes or loans).
They only problem is that maybe you don't get the car you like or the color you prefer, but if you are not choosy you can get good deals.
When models change is also a good time. Not sure about the end of any month.

I buy mine always in winter. I would hate to buy a car with air and no heat in the summer and not know till it's freezing outside. Plus, you get the added bonus of the vehicle itself being less than it would be in summertime. Winter is the true tester of any vehicle. If it starts right up and gets warm in less then 5 minutes, you got yourself a sweet ride for most likely half the price.
