Your bird needs more time to adjust to his new surroundings.Some birds take a couple of weeks to adjust. If you are not sure of the sex of your bird yet,I assume he/she is still very young. The shaking is probably due to fear/stress. Allow your bird more time to feel safe and secure,try not to handle him too much until he is a bit more confident. Be around your bird,talk to him gently,given time,he will come round...

First of all, do you want to know the sex of your bird? Female birds have a brownish cere* and males have a blue cere.
*The CERE is the soft area of skin above the budgies beak.
If your bird hasn't had it's first molt yet then the cere won't have changed the correct color yet. A baby female usually has a bluish cere. And a baby male usulaly has a pinkish brown cere.
The shaking your are explaing sounds like anxiety. If he hasn't made much noise and is shaking he is likely not accostomed to his surroundings yet. Try and only take him out of his cage for only 15 minutes a day to start. This will give him time to ajust to his surroundings. At night be sure to cover his cage with a light cloth to make him feel more secure. Make sure he is not near a window or air conditioner draft. DRAFTS=DEATH! It may also hlep putting his cage against a walll or piece of furniture to eliminate one side of the cage being enemy prone. If he doesn't adjust within a week i would advice you to take him to a vet. You may also want to put a mirror in his cage so he is comforted by his reflection.Truely ♥вяє♥

If the vibrating is just his wings, he's just being nervous. That's common in a new home. He'll calm down after a few days to a couple weeks.
If he's young, he hasn't learned many new sounds. My budgie Max knows about 7-8 words, sings like the cockatiels, barks like the dog, and laughs like my fiance. If you house him near the finches, he'll soon start to mimic the finches.

Question: does he fluff up his feathers and vibrate only once, for just a second or two, then stops?
If that is what the bird is doing, then the bird is just adjusting his feathers into position, and that is totally normal and nothing wrong with that.
Is the bird on your finger and just "vibrates" all the time?
If that is what the bird is doing, then the bird is sick and you need to take him to a vet.

Usually budgies don't shake unless they're sick. Some birds will shiver when they're cold or happy, but that's not very common in budgies. I would take it to see a vet. The move to a new house may have stressed him out, also.

Birds take time to settle in and understand their new home.
Patience is required.
Is he cold and shivering? Too close to vent from AC?
Remember to avoid drafts at all costs. Can be deadly.
As for making sounds, once he gets to know you, you'll probably not be able to shut him up.
Sex makes NO difference intraining a Keet.

BOYS HAVE BLUE BEAKS,GIRLS HAVE BROWN WHEN THEY ARE OLDER. BABY BOYS HAVE BLUISH PINK AND GIRLS PINK. THE SHAKING MAY BE NERVES,AFTER ALL HES ONLY KNOWN YOU 4 DAYS. ONCE YOUR BIRD GETS TO KNOW YOU HE/SHE WILL BE CHATTY IM SURE.
