Honestly,
It annoyes the hell out of me when Im busy working and get a text. I blocked my girlfriends text it bugged me so much.
Then again I have a very busy job that is a professional job. I dont have time to read stupid little text messages. I personally find it extremely annoying but Im not everybody.
Then again I dont know his age there is a huge difference in the job that you have when you are 22 to 28 etc. Or you hope there is. He might think its cute. I would ask him if he minds you texting him while he is working, before you start.
Just a suggestion.

There is nothing honestly that you could text me that would not scare me or offend you. it has only been three weeks. It is always nice to get a sexy e-mail from your girl though. You just run the risk of looking needy. So something short like a dirty joke!!

text him something simple and to the point.
something like,
hey was thinking about you and wanted to say hi> hope your having a good day.. something where he doesn't need to reply. it's more of a hi than a let's talk text message.

I think this is one of those "it's not the message but the thought that counts" situations. He'll probably be thrilled no matter what you say. Guys are easier to please that way.
