is it possible for a person to be arrested in oakland county but there is no record of them being arrested.Im from Michigan. I am aware that he had other warrants for him in different counties. But each place I have contacted has no record of him being there. How could I access a larger database that would know his whereabouts as it is clear that he is no where in the surrounding counties. He is not even in the county where he owes child support yet, which is Wayne. What is the procedure? Is this a usual situation, and what can I do to locate him?

It sounds like you need to spend some money with one of the fee for service online people locators - the ones that give you address and phone info for free, but want money to show you court records, utility bills, property ownership, drivers license and car ownership.
If he was a juvenile or the punishment was adjuciated ("I'm putting you on probation for 2 years and if you are good, your record will be expunged.") the record would not be public.
In Texas, there is a central unit of the state Attorney General that pursues child support that has access to all state records for tracking people. There might be similar in Michigan or you might have to go to court (back to court) to get permission for you or lawyer to look in records.
One of the easiest and lowest cost records is car ownership if you have any ownership, license plate info from the past.

Centuries ago this was somewhat the case and if you read about it it can be intersesting. But that was when the church had a huge political sway. It had to be something somewhat minor and the local law would not want to mess with the church and church protection. That created a huge legal mess with no central government. In this day and age...... it matters not. The police can arrest you in a church in a heartbeat. Even if you are on the run for something they will. When you read about it ponder this. One reason that the law says "seperation of church and state" is that the law will be applied to all regardless of race or religion.
