i was looking after her, and her owner suddenly died and the family told me to keep her but i know she has a couple of medical problems and i want to know more, can anyone help.

If you're unable to locate the family and live in a fairly small town...maybe you could explain the situation to local vets (possibly even groomers, read below to find out why). It wouldn't hurt to go in person and bring the dog. They might recognize her and easily find her file, if she previously had routine care. Although, I'm not certain they could give you the actual records...but they would know her history.
When I was grooming we had a regular client suddenly stop coming. We eventually learned she had passed away. We really missed her and her dog...a very unique dog, a Bulldog and Poodle mix. Several months went by and another regular client called to say she had a new dog and wanted him to be groomed. She had found him along the road...weeks or so ago. I can't remember exactly how long. Anyhow, imagine our surprise when she walks in with that dog! We were so happy to see and groom him again. He was in wonderful hands too, another great owner. We think the woman's family dumped him after she died! At any rate, we had all of his information on file. We told her his name, dob, vet and about his past. It was amazing! Oh, and this was in a good sized city!

If you do not know where the family is now, but they were in the area, try calling a few vets, telling them about the dog (if you know the families last name at least this will help a ton) and that you would like it's vet records for your own now and to know what, if any medical conditions it is being treated for or might have. It might take a few tries to find the place they used to take the dog but you should be able to find it if they took the dog to a vet in the area.

Get in contact with the family of the previous owner. The least you can do is find out what vet your dog was being taken, and perhaps go along getting the medical records from them (though you may need the family to help you obtain them, depending on the vet's policies and the laws where you live regarding privacy).

If possible, find out from the family what vet the owner was taking her to. Whoever is handling the deceased finances and home should have that info. Then contact the vet and explain the situation and tell them you need a copy of the medical records. Good luck!

I also think you should get back to the pound. They should NEVER have put out a dog in that condition and even if they did should recognise that it is still their responsibility to pay for this. The actual recuperation is bad enough to put the new owner through let alone the cost. The recuperation on this is weeks and weeks (months) of careful crating and lead work and never allowing them to just run loose in the garden for months - especially if operated in the cheapes conventional way as I think they will. ACL's don't actually show as being torn on X-ray as they are ligaments. What they can see is the laxity of the knee joint and they know from that. Any dog with a hind leg limp should be suspected of an ACL tear as they are just so common, and any vet should of known from the way they hold the leg which is quite distinctive, that this was a probability. Do hope you get this sorted. If so then please be prepared for the hard work after surgery as it is time consuming.

Ask the family members if they knew who the vet was that cared for the dog. If they can't help, call vets in the local area, explain the situation, giving the deceased owners name and hopefully one of them may know the dog and have the records.

Call the family and ask if they have them or know where they are. If they don't, then see if they can give you the contact information for the vet the previous owner used. And if at all possible, use this same vet, since they know the dog's history.

I would call around and see if you can find the vet that was treating your dog. I would think they would be more than happy to help you in this situation. The previous owner's family might be able to tell you where she was taken.

Ask her original owner's family if they know the vet your dog was taken to.
If they don't know, call every veterinary clinic in the area in which your dog lived (hopefully you have the original owner's name) and ask if this dog was a patient there.
The clinic may not be able to give you the info right away due to privacy laws. Tell them what you've written here, and it may expedite the process.

Talk to the family, try to get the vets name and number. Call that vet and let him know the situation and that you now have ownership of the dog, and would like to know more about it's medical history.
