and I can't remember the name of it. She said she was able to pick out exactly what car she wanted, color and extras included, and the website allowed dealerships in her area to negotiate on price. Has anyone out there heard of it? Please help.

the websire I use is edmunds.com, you pick out the car you want and options and than it will tell you what the sticker price is ( msrp) and tmv ( true market value ) the price you should pay in your area and it will ask you if you want dealers to contact you.
If you would like to contact you than click on it and within about 2 days several dealers will either call you or email you with the price.
they know you have the figures from on line so there is no haggling of prices. they should be within 100.00 of the price you got thru the web site, if not don't deal with them.
compare everyone one who contacts you and see who has better deal and color and options you want and if they have it in stock.

Carsdirect.com will quote you a real world price up front, because they only work with select dealerships whom they've already negotiated a price with. Every other car buying web site I've seen basically just sends a quote request to local dealers, and they email you back with offers. You can also do this through the manufacturer's web site (http://toyota.com, http://chevrolet.com, etc). Below are some links.
