I read that in this article here that adoption is forbidden in Muslim countries:
US Soldiers care for Iraqi baby rescued from garbage

But from doing some research it seems Adoption is not forbidden, as long as the child is told that they are adopted and the child keeps his or her last name before they were adopted AND they are raised Muslim. Is this all true?

I am a Christian how could I raise a child Muslim?

there ya go!!!! you've got the answer in one try!! you can't, which is why, for all practical purposes, adoption, as we know it (in the west) doesn't exist in islam.

the closest we have to what they would accept, would be a type of foster care, where the child keeps their own name, their pre-existing rights of inheritance (from their biological family), and not only would be raised muslim, but, would also have to be raised where girls would have to 'cover' from the time they were 3, in front of all non-biologically related men, and boys couldn't be unsupervised with biologically unrelated females. there are other rules, as well, and there is one 'loophole' which exists if the child before the age of 2 years, is actually physically nursed (suckled) by the foster mom, then he can be considered almost biologically related, and can be alone in a house with her.
doesn't that make any attempt at non-muslims 'adopting' unwanted, abandoned muslim children impossible? it's intended to.

As Muslims have different perception of life, it is not possible for a Christian to raise one child in a Muslim way.

Perhaps they should all be brought to the US and raised as Christian Americans.
