Steel is economical and basically required for a tall structure. To make an entire structure out of concrete is rather infeasible, as concrete is heavy, has no tensile strength, and usually requires steel rebar to be of use.

Most modern day structures are constructed of a combination of structural steel and concrete members for maximum economy.
