Tell your landlord you can't breath with the cat pee smell and you don't want to develop asthma. Have them change out the carpets.
If your persistent enough they will change the carpet out for you....this can become a health problem.

What do you meant "Cat Smell" Cats generally don't smell, although if the cat pee smells.
If you apartment smells like cat pee, get a black light, and a cleaner called "Natures Miracle" Found in most pet stores. Where the cat peed will glow underneath a blacklight, and the natures miracle will break down the spots. Simple Soap and water won't cut it. And there are other products like Natures Miracle out there- just look for a product designed specifically to get rid of pet smell that uses enzymes.

is the odor in the carpet? if it is, then you may have to replace the carpet. you can put enzimes on it, which you can get at most pet stores, but you must saturate the carpet, lift the carpet, soak the pad, and also if you can, paint the floor boards where the smell is.
fresh paint can help if the cat sprayed the walls or wood surfaces.
the best bet is the enzymes - don't get the cheapest stuff, it doesn't work as well as the good ones.
the black light idea works great to find the source - forgot about that!

Get ahold of the property managers and tell them you want the smell takin care of. Cat smell is very hard to get rid of if it has been soaked up by the carpet and sometimes the only way to get rid of it is to get new carpet. If thats what it takes then make sure thats what the managers do! Cat smell is nasty!

Try plain white vinegar mixed with a gentle soap, like dish detergent. If that doesn't work, then you need to speak to the owner of the apartment. They should have sanitized the place before renting, that's their responsibility. Let's just hope that it's not too late to negotiate something, (like a reduction in rent for putting up with the reek and trying to get rid of it), and that they will address this very valid concern in your favor. They have a black light that will make pet urine glow. Find the source of the odor then - if it is urine, there IS a spray that will neutralize the odor.
Also, if it's a continuous moisture problem area, that could be reactivating the odor too. Maybe there's a reason the apartment is cheap.
Be cautious for your health. Especially if you have children in the house.

It's tough. You may want to wipe down the walls with soapy water and shampoo the carpets with a enzymatic carpet cleaner. Most pet stores have this, try a different one from the one you went to.

Tell the apartment management that you either want new carpet or a different apartment. If they allow cats than they probably have collected extra deposit money. Also.. send it to them registered mail.. most places (in most states) have to respond in a timely manner once they have received it in writing.

Baking soda sprinkled on the rug or over wood floors, then vaccuum it off. It's a natural odor absorber. If their cat sprayed the walls, you may need to paint over the existing paint.

Oh boy cat pee is terrible,and very hard to get rid of if at all.There is a jug of stuff you can get that my dad sold in his store and $hit its on the tip of my dang tounge..Its got miracle in it..Im sorry now i feel like a moron.
