I am not sure what FSOOVSTA stands for, but to my knowledge there is no such an animal.
There used to be a program years ago that was for Vista Scanner, and included Pagemaker, that was fair for sizing and changing Formats, and allowed for your choice of color or black and white but the only real programs that do a bang up job are Adobe's
PhotoDeluxe
Photoshop, (All Versions)
Illustrator
InDesign
Many others that are out there I have found to be 2nd rate.
