I don't believe so. I know that around 300mW will produce excellent results. I've seen an instructional video explaining how these smaller lasers are simply limited in power with a small reistor inside that you can disable causing the laser to go full power like the more expensive ones. Im not sure if this is legitimate, but it is worth looking into. I have also seen a video (on the internet of course as well) showing how you can step by step use a dvd burner to make a powerful burning laser streamlined into a battery powered maglite design.

It's not capable of burning anything of significant size. The burning capability of a laser is proportionate to the power of the laser. The smaller the power, the smaller the object must be to burn it. I dont think you'd even be able to burn an ant, but you could try!

A laser is simply a quick and accurate way of delivering energy. If your laser is 5mW you will be able to heat something just as if you had put a 5mW heater on it.
To burn something you will need to provide heat to the object faster than the heat leaves.

It CAN blind you or them. a milliwatt is one one-thousands of a watt. a Burning laser is about 2-to-5 watts -- 4000 to 10,000 times more powerful than yours. A cutting laser is 30-to-50 watts -- 60,000 to 100,000 times more powerful then yours! Burning and cutting lasers often require special licenses to own them.
