You gain empathy through experience. Those who have had instances of pain in their own lives tend to be more caring and understanding.
Some people who have had many hardships are still too hurt and angry to put these feelings aside, and to see the hurt they cause in others. These people haven't yet learned to let go, to forgive themselves, and to forgive others.

Everybody is a by-product of the causes and conditions that make up who each of us are. Some people might simply not know better and are "cold" and "insensitive" and some may not be able to control themselves due to serious causes and conditions that have them stuck in a rut like that.
Usually what "shuts off" empathy, if a person ever had any, is something devastating in their life, or a psychological pathology which has them living and thinking as such.
Empathy, altruism, compassion, wisdom... these things can be already in place and/or they can be cultivated if the person's karma is just so, that it can be cultivated. Our job is to have compassion for those who can't cultivate altruism and whatnot.

You are looking at it back words, it not what shuts off our empathy and understanding, we are that was naturally. Only God can OPEN these paths, when we cast out God, we cast out what little good that we have had, and go back to our natural states.

Because (most) people are trained into thinking at young age that different equals bad. Thankfully, some of us can actually think for ourselves and know that just because someone isn't just as we are, doesn't make them less important or wrong.
