No. You cannot copyright a symbol like the peace symbol or the IDEA of a ribbon with a saying on it. Can you imagine someone copyrighting the "@" symbol and then wanting every one to pay them for using it in their email? Nope, can't be done.

However, if the Peace symbol is used on a TEE-Shirt, that can be copyrighted as a piece of artwork. The phrase may also be copyrighted, so look for the little (c) symbol next to it to be sure. the design of the ribbons are also copyrighted pieces of artwork, but if you designed your own and made sure that there is no infringement on the design, then you circumvent that copyright.
