is it when the drink no longer "burns"?

No that would just tell you i is a well aged whiskey alcohol can only evaporate from whiskey by heat reduction as when saucing. Whiskey only burns when it is of an inferior quality.

The most accurate way would be Gas Chromatography. LOL. But since most do not have that available to them I'd say do some shots and see what happens. But if the bottle was capped I would say very very little has evaporated. Also how old is it? It's possible that it just aged.

it doesnt evaporate, the water may but the alcohol neer will.
