As a three sport athlete in high school, a long-time nudist and a former nude model for art classses and magazines, I've seen literally hundreds of units. Whether I wanted to or not. In thinking about it in response to your question, the only group I've seen that seem to have noticeably shorter units on a regular basis are Asian men. I've had two close Asian friends, one Chinese and one Korean and they both openly complained to me about having severe penis envy. They both have erections around 4" or so.
Although it does seem true that most of my friends who shrink up to a very small size when they are soft, do claim to have predominantly Irish heritage. They have mentioned the "Irish Curse" to me to explain their embarrassment.
Of course I can't really prove their ethnicity, can I? But they are all pretty close to average size (5.5") when hard, so thats cool.
So as far as I can tell there is only an "Irish Curse" if your goal is to saunter around the men's room with the biggest dangle.
Having been a nude model, most guys who know assume that I'm 'falling out' of my boxers all day. They act weird around me, ask tons of questions, and try to find ways to see me naked. Yes, the straight ones. I guess like the myth of the "Irish Curse" people also assume you have to be hung like a horse to be a model.
And while I do top off at around 8" erect on a good day, when I'm soft I look small, about 3". But I'm definitely not cursed: my wife is a stunning red head.
Plus, most women really don't seem to care about dick size. They might say they prefer rainbow sprinkles to chocolate sprinkles on their ice cream if you ask them, but they'll happily eat it with either option. If you get my point. lol.
The most promiscuous guy I ever knew - he had TONS of hot babes all through college - was scrawny, not very good-looking, and he had a very modest package (that bent to the left a lot). We called him Captain Hook, and the joke was: Everybody has a little Captain in them. At least all the girls on that campus did! lol.
One thing I can say, even as a straight guy, is that most of my better looking fellow models were Irish. I think its more likely that there is an "Irish Blessing", not an "Irish Curse".
