See if there is a local chapter of the National Speleological Society (NSS) which is a group of spelunking enthusiasts and geology professionals. They generally have information about all caves in their geographic region and know which ones are restricted. Due to many cave-dwelling creatures, such as bats, having endangered species status, you need to make sure camping is permitted in any cave. Some caves also have archaeological importance and you would not be permitted to camp in them either.

NSS would be your best source for information.

I don't know if you can camp in the caves there but try the Lava Tubes up near Burney, Ca they are about 90 minutes east of Redding on Hwy 299. I think the name of the park is Lava Beds National Monument in Lassen National Park. The website is below and there are about 500 lava tubes up there. It's a real cool place! Good Luck!
