It's possible, but HIGHLY unlikely. STDs are almost always spread by sex or some sort of sexual contact.
STDs can be passed at birth if the mother has a STD, but this is pretty rare.
Little bumps could be a number of different things from a STD, to razor burn, ingrown hairs, acne, cysts, etc.
If you shave your genital area at all you could get razor burn and could get ingrown hairs. Ingrown hairs get trapped underneath the skin and produce a little puss filled bump that kind of looks like a little pimple.
If it is really bothering you, you can always see your doctor and have them take a look and/or test you for STDs. Good luck!

It is possible to have an STD without having sexual intercourse. STD's can also be spready by:
-Congential inheritance from the mother to baby
-Oral sex (such as if you come into contact with body fluid and have an open sore in your mouth)
-Skin to skin touching (as with HPV)
-Contact with infectious elements from a toilet seat
-Sharing a razor with an infected party (as with Hepatitis C)
-Through kissing (if someone has the Herpes Type II genital virus on their mouth it can appear on your mouth)
Most of these methods of spreading are unlikely, though. It is much more likely you have acne, an allergic reaction to your soap, or an infected hair follicle. If it persists or you are very worried, see a doctor for advice.

Either you have ingrown hairs (on the genitals usually) or cold soars (on the mouth usually). It's not an STD if you're truly a virgin.
