Being legal is a good thing...!!!!
How about a kegger party like the one in Gwen steffani´s video... all you need is to pass the word of the party and get a couple of kegs and bring a DJ to mix up the tunes....
or maybe if you want a theme go with a Vegas party or better yet go to Vegas!!!... but if you can´t .. get your friends together and go bar hoping and at the end of the night go to your house and have food ready and music so the party won´t stop there and if people get too drunk just have a few spaces available so they can crash the night...
just have fun... enjoy drinking legally.... and have a designated driver (someone under 21... that waits outside the bar...lol)

Go Casino themed... something you need to be 21 to do. Gamble!
You can do a poker tournament. Have a dealer for each table of up to 10 people. Once each table is down to 2 people, combine tables. The person with the most chips left at the end of a set time, or just chips left in the end wins. No money needs to change hands... just everyone gets the same amount of chips when they enter the party... like a party starter goody bag. Have 1 good prize for the winner... like a bottle of booze with shot glasses, they even sell sets like that in boxes in liquor stores (just an idea to keep with theme)
Sprinkle cards and chips and dice everywhere.... cheap decor!

Since you are now considered an " adult" in every way, it might be a time to say good by to your youth. Have a childish, fun party. I did something along this line for my daughter's 30th. I got blow up crayons to put around the room, made centerpieces out of animal cracker boxes ( which I had blown up larger ),and filled with unshelled peanuts. I could go on, but I'm sure you'll come up with ideas of your own. Look at this site for some inspiration, if you like the idea.

the oscars is a coold idea....get a red crpet............preformers......oscar statues.......a great entrance and an escort....and tvs and cameras
