Wendy,
What are you doing on here? You should be on the phone and calling the police and then child protective services.

Is this for sure, or is it just a rumor that you have overheard?
If you have some proof, then it is your legal responsibility to inform the police about it. They will send someone out to investigate the problem and if what you said is true, they will remove the child from the home right away. good luck.

Gather as much evidence as possible, then call in your local Child Protective Services. Without concrete reason to take action, their hands are tied.

Immediately call 911. This a child we're talking about. The more you wait, the more chance of death or permanent damage.

call CPS and the police ASAP. there isn't time to do your research and gather together evidence when a child is slowly dying.
